Why is the toggle device toolbar not sizing correctly?

Why does the toggle device toolbar set the dimensions incorrectly. I set the dimensions in the panel, but when I hover over the container, it always shows more. If I set it to 320x200 it shows 517x360, if I set it to 1920x1080 I actually get 2300x1600. Share your experience what is the problem? Thank you all very much

I don't know what plugin you use there to determine the size of the bosses.
But if you use the standard developer tools and change the screen width as you indicated, everything is OK.
Let's even set the desired screen size and click on the body as in the screenshot.
