Why is the terminal in Ubuntu 16.04 getting dumb?

I have been using linux for about 9 months, I usually use ssh, psql, python3.
Never had problems, but for the last 2-3 months the terminal just freezes and you have to close the window and open it again to start working.
It happens before that it works with significant delays. For example, you type a command and the letters come out in 2-3 seconds. As a result, the window still has to be closed and opened again.
A complete reinstall of linux didn't help.
Any ideas what could be the reason?

For me, when the batteries run out in the wireless keyboard, everything also slows down when typing.
That is the problem of iron. It makes sense to check on another working keyboard.
