Why is the speed slow when transferring data between nexus 4 and samsung s3 via bluetooth 4.0?

Clarify please. There are two devices nexus 4 and samsung s3. Both devices have bluetooth 4.0. The declared speed bt 4.0 is high. But this does not affect the data transfer in any way. Why is that?
