Why is the speed of downloading audio and video VKontakte on a PC limited?

A couple of days ago I noticed that when listening to music, it does not have time to load because of this, it constantly stops. Likewise with video.
When downloading an audio file from a link like https://cs1-64v4.vkuseraudio.net/p17/audio.mp3 , the speed does not rise above 50 KB/s. There seems to be a limit. This is observed both in browsers and in the VLC program.
Everything is fine on android. (speed reaches 2.5 megabytes, exactly BYTE, not BIT, I know the difference) (K in the VK application, and in the full PC version of the site in Chrome). Other Sites Downloading files from other sites works as stable and fast. The loading of the VK site itself seems to have remained the same (I have it loaded slowly because of the iron, maybe I didn’t notice the difference.), And the gif images are loaded as usual.
Question 1 - do I have one of these?
Question 2 - what could be the reason for this?
Question 3 - how to get rid of it?
I don’t think this is related to the provider, but just in case:
I use MTS Tariffische in my smartphone, I distribute it to a laptop with a changed TTL.

The problem was an updated WiFi driver. Rolled back - everything was as it should be.
