Why is the site unavailable from different providers?

Good day. I need help, I can't figure it out myself. There is ubuntu, it stands as a server, it has nginx, etc. The problem is that with one provider it connects to port 22, port 80 perfectly. And, for example, from another provider, the site and port 22 are no longer available. What could be the reason? From a home PC, you can go to the site on the server, but from a mobile phone (yota) it no longer comes. The address consists of server ip + port

ISPs can (and very often do) block arbitrary ports. Mobile providers so easily cut everything that is suspicious, especially when you start distributing tyrnet via phone on an unlimited tariff, for example.
