Why is the site accessible via HTTP, but not via SFTP?

Why is the site accessible through a browser, but not through filezilla sftp? I get a
fatal error: network error: software caused connection abort
If this server is not available in the country, then why is the site opened through a browser? Or an error in the server settings? The server has already added ip to the white list.

The ssh server must be running and its port open accordingly (usually port 22, but may be different).
Another option is to install fail2ban and configure port-knocking
