Why is the session duration shorter than the pageview duration?

In the Audience - Overview report, the Average Session Duration is 00:00:29 , but in the Behavior - Overview report, the Average Page View Duration is 00:03:40 .

Why is this happening? Why session duration is much less than page view duration. Shouldn't it be the other way around, or at least the same?

Well, sessions are site-wide. A page is a specific page.
Maybe there is a page with content that is long and tedious to watch.
But the site has a bunch of intermediate, secondary pages on which the user spends very little time, quickly moving to where they need to go.
