Hello, when I open the msk.gymbalance.ru page in Yandex Webmaster, to check the server response time for the first time, the result tends to 2000 ms (screen),
when I press the check button, the time becomes up to 300 ms (screen).
Why is that? Is something cached? This is fine? Worth the worry?

Even if you do not have caching in the code, this does not mean that it does not exist at all. For example, if you have a site in PHP, then with a probability of 99% the hoster has opcash configured, in addition to the script, the database also automatically caches requests. There are many places where and what can be cached. It's not worth worrying about something being cached.
But you need to worry that the first answer lasts 2 seconds and you need to fix it.
