Why is the server open on my TV?

I look at the connected users in 192.168.0.1 And I saw localhost 192.168.0.4. Ran through nmap: 8000 port - server
8080 - http-proxy
What could it be? TV samaumg (connected to wifi, but why does he need to open a server)? Wps is disabled, the password is 9 digits.

The port can be opened for steering the TV as with a remote control from an application on a smartphone, for example.

This is a common behavior on some Samsung TVs. So it doesn't matter at all that you think that the TV "can't do that" - it still can. And no "wifi hacking" has nothing to do with it either.
