Why is the proxy not working?

There was one problem, I live in Kazakhstan, but here you are probably aware of the problem with the Internet for now. I asked a friend from Russia to buy a pair of proxies (for a telegram). He bought the first proxy from Kazakhstan (however strange) and I couldn’t connect to it. Everything worked but I didn't.
Now there is full Internet access and all three proxies work. But, I would like to know what the problem was?) Like, other other common proxies worked for me, which were in different groups. But theirs - no :).
Although three people also worked, I tried through an operator like theirs, changed the phone - all the same.

and all with ports 3785 basically worked.

There was information that "comrades from China" helped in blocking (xs, as far as this is true). So, in order to know exactly what the problem was, you need to be at the moment of this problem, inside your network and examine the network exchange. There are many options, from simply blocking certain ports, addresses or subnets, to blocking protocols and more "smart" based on dpi
