1. Shared hosting (php)
2. VDS (node.js, react.js)

Why does the first site open and the second one doesn't?
I am in Turkmenistan. Both sites open abroad. How to solve this problem?

What is installed on the host does not matter. They usually block by IP. Since there is a high probability that they can drive traffic through Russia, you can start by testing the IP of the @u2ckbot bot in the telegram - maybe it's not even the Turkmens themselves who block it.
