Why is the processor chasing by default?

Motherboard: asrock z370 extreme4
Processor: i7-8700K
It would be good to start overclocking and see what the temperatures will be, and only then manually overclock.
Reset all settings in bios. In A-Tuning (this is a utility for asrock z370 extreme4 mothers for overclocking), I turned off overclocking and even deleted it. Why do I not have a frequency of 3.7, but 4.4? Do I understand correctly that the mother should drive by default, that is, these are such frequencies without overclocking? Where does it even come from?
