Why is the Prestigio PSP5550DUO phone not detected when connected to a computer in developer mode?

I connected the Prestigio PSP5550DUO phone to the computer via USB. Checked "USB Debugging" in the "For Developers" section. But the computer does not react in any way to the connection, does not see the phone at all.
What could be? I tried installing APK SuperUser and rooting the phone, but it did not help. Root-rights received, but nothing has changed. The phone is also invisible.
What could be? I want to use this phone for mobile development. OS version - Android 4.4
