Why is the Polish language haunting me?

In 2010, I lived in Poland for a while, around the same time I bought a new laptop for more convenience when traveling. Upon arrival home in Ukraine, I noticed that some international sites (with multilingual versions) began to open for me in Polish.
In principle, I freely understand the Polish language, but such a situation every time, to put it mildly, is inconvenient. Why exactly Polish? I'm more comfortable with English.
Any modern service always displays to me in the Polish version first of all.
Here is an example: https://prnt.sc/jz5gov
And so on all the time.
In Google Chrome, I don’t see Polish anywhere, or as a secondary language, somewhere in the last line.

What language is in the system? Was the laptop purchased in Poland? This means that the system most likely has a Polish locale. It makes sense to either reinstall the system with Russian localization or reinstall the current locale to Russian.
