Why is the playlist not saved in vlc?

Good afternoon.
I want to switch from smplayer to vlc, but I'm having problems.
I created a playlist, then through media -> save the playlist as, saved it to the folder with the files from the playlist.
I close the player, open it, and the playlist is empty again.
And another problem, how to play the last file at startup?
I'm in the settings, continue the work, set always.
But all the same, when you start an empty playlist, and even if I load from the saved ones, the last file starts playing from the beginning.
Please help me figure it out,

At one time, it was not the download of the version from the website that helped, but the older one, recently I have been using the stable version from the softportal site - sometimes errors occur in the new one.
