Why is the pen tool buggy when you move the mouse?

People, tell me why the "pen" tool is buggy when the tool's preview is on in order to see how the shape is formed, but the blue "view" outline flickers when you move the mouse to set the contour line? It is interesting that in Illustrator everything works smoothly without flickering, the laptop configuration is average: 6 GB of RAM, AMD radeon graphics, core i3, that is, the laptop hardware will be able to correctly pull this tool, the illustrator is proof of this.

If the processor supports graphics, try switching to processing on it instead of Radeon graphics.
More options:
- incorrect assembly of the PS itself or bit depth
- laptop profile in balance mode and not on performance
