Why is the page not being searched for in the search results by part of the text on it?

There is a site page, text on the page. The page is indexed, in the PS cache (Google and Yandex) all text is visible. I take a piece from the text and look for matches in the PS. The PS does not find such a text or finds it, but somewhere far from the first places.

What is the length of the text you are looking for? Try a 5 word phrase for example, and put in quotation marks.
If it finds it far away - what does it show in the search results above yours?

Most likely, your content may duplicate the existing one, and the PS shows, accordingly, more relevant. Check out the manual sanctions in the Google Webmaster Dashboard.
