Why is the order not printed for the user "Administrators of the online store"?

Hey!
Connected user. Gave him the rights "Administrators of the online store". He sees all orders, but if he tries to print the order "Print order" he gets the following line:

RewriteCond %{HTTP:X-Forwarded-Protocol} !=https RewriteRule .* https://%{SERVER_NAME}%{REQUEST_URI} [R=301,L]

Tell me, please, what can be done? I do not want to give full rights.
