I remove the additional condition, the discount starts working. The discount is set exactly to me, because there is only 1 user in the admin panel .....

Personal discounts can only be seen in the shopping cart . Displaying such discounts in the public section makes caching useless.
If the discount is available to everyone, you will see it in the catalog and on the card.
PS: It's better to use coupons
