Why is the NEW_USER mail event not created in Bitrix?

e-mails about new user registration on the site do not work ;
the mail() function on the site works
SELECT * FROM b_event ORDER BY `id` DESC displays the FEEDBACK_FORM events and they work. there are registrations on the site, but there are no NEW_USER events in b_event. how so?

How is user registration done? Through which component? Perhaps the component for sending a letter uses CEvent::SendImmediate
