Why is the new macbook battery not charging but 100%?

I put a new battery in macbook pro 17 2011. It constantly charges at 99% to 100% does not reach. I read on the apple website itself, it says that this is supposedly normal. It's weird for me though. Does anyone know the answer and is it still possible to charge it 100%?
