Why is the multi-level menu in bitrix displayed starting from the current section and not from the root?

Good time.
Made the main menu for the site. If I'm at the root, then everything is fine, I'm in a section, the menu displays items starting from this section, and not from the root. Maybe I forgot to enable some setting?

You apparently made one type of menu in both folders and root. When you go to some folder, there the menu file overlaps the main one, that's why the problem.
There should be one menu in the root, another in the folders so that the main menu does not change
