Why doesn't edit mode work on the cart page?

Edit mode does not work on the cart page. Shows that it's enabled, but doesn't show components on hover. On other pages everything works as it should. What could it be?

in the demo version I also get this problem, put the bootstrap_v4 basket template, there is no such problem
