Why is the .msi package (software installation) not being installed via group policy?

Domain on win server 2012
In the "Users and Computers" snap-in, I created a test subdivision, added two PCs to it: win7 and win10
Created a gpo for this subdivision, in security filters - verified, I do not change anything in delegation.
In Computer Configuration\Policies\Program Configuration, in "Program Installation" I create a package for installing foxitreader, select the .msi file, then "assigned" and specify the path to .msi (network path).
On the client I execute: gpupdate / force, during the application of the policy there is a text, in order for the software installation policy to be applied, you need to restart the PC, but after rebooting the program is not installed
gpresult / r / scope: computer - writes that the policy has been applied

+ for the policy test, I also changed this parameter: Computer Configuration/Administrative Templates/System/System Restore/ disable configuration - after rebooting or running gpupdate /force this parameter (disable configuration) is successfully processed.

What am I doing wrong? Why is the .msi package not being installed, while the "disable configuration" setting in the same policy is successfully applied? Everything is fine with security filters and delegation.
Users have rights to the folder where .msi lies (read/write). Tried enabling "always wait for network at startup and logon"

You need to enable these settings:
Computer Configuration\Policies\Administrative Templates\System\Logon\Always wait for the network at startup and logon
Computer Configuration\Policies\Administrative Templates\System\Group Policy\Specify boot policy processing timeout =( 30 sec)

Users have rights to the folder where .msi lies (read/write).

Shouldn't computers have read permissions? msi is placed before the user logs in.
