Why is the load on the video card jumping?

Recently I noticed that in games the FPS began to sag very much, I started to look at the work of the video card through the software and noticed that the load of the video card during the stress test jumps 100-0-100-0, until today the power supply caused suspicion, there was not enough voltage on the lines, but now the block is new and the video card suffers the same way.

it seems to me that there are 3 reasons (in my opinion)
1) mining (you, or someone is mining)
2) replace the thermal paste
3) it dies. This happens with railways, they load a lot or don’t load at all
