There is a site on Bitrix on which there is a OUR PARTNERS block, in the source code the link to another site is displayed correctly, but when you hover over the link or follow it, it turns out something like mysite.ru/othersite.ru.

probably, the protocol (http, https) is not specified in the href attribute of the link,
<a href="site.ru">site.ru</a>in this case the link will be the same as you wrote
<a href="http://site.ru">site.ru</a>, in this case the link will be correct
