Why is the layout reset in the Pi?

Hey!
I set up changing the keyboard layout in PI in different ways.
Tried through the graphical interface, taking into account the fact that you need to add one more widget to save.
Tried with raspi-config.
Tried by editing the file panel.
After a reboot, everything seems to be saved, but when you press a keyboard shortcut or click on a flag, the layout changes for a split second and returns back.
Has anyone come across this and can it be resolved?
