Why is the Internet speed low when downloading something, although it shows high in tests?

"Beeline Home Internet" is connected. Tariff 100 Mbps.
On SpeedTest to local servers shows an average of 70-80 Mbps per reception. (and that's the best case). Usually almost 2 times less.
Before other random servers, it shows 8-10 times less on average for reception, and even less for return.
Is it supposed to be like this or is the provider doing something?
Before, everything seemed to be more or less normal. Now, recently, I began to notice that when downloading from somewhere, the speed does not exceed 200 kb, it is also impossible to watch streams, for example, on twitch and even more so. Every 5 seconds upload. But movies, videos on YT in 4k, online music all load without problems. But when downloading something, the speed seems to be sitting on 3g.
What could be the problem, if any? It is possible to change some settings.
PS. I called support, they said that everything is fine ... hmm

For several years, Beeline has been investing all its finances in Svetlakov, and not in equipment, so there is nothing surprising in the fact that the Internet works this way. I recommend checking the speed in the middle of the day - it should be higher. In general, I recommend looking for another provider. If in Moscow, then Onlime is one of the most stable. Himself tears from Beeline for the same reason. At the very least, he worked during the day, and trash began in the evening.
As mentioned above, most likely your own testers are located on the provider's servers. And all sorts of "random" servers are outside the perimeter. Channels are overloaded and do not pass traffic volumes. That's the whole answer.

If everything is ok from various resources, you need to watch ping and tracert to the nodes with which there is a bad connection and throw off this information to the provider. For example, watch the speed on the border switches of the Beeline provider and the provider on which the Twitch server
