Why is the Internet only on the command line?

I have Windows 7 64-bit installed about 2 weeks ago. After installing the OS, all drivers, updates by regular means and the necessary software are installed. When installing QuickTime, I caught several parasites (including a set of utilities from iobit). After removing them and checking, cleaning with Cureit, the Internet disappeared in all browsers, in most applications and games. Additionally scanned by Avast, Doctor Web and Microsoft antivirus, deleted temporary files. Antivirus found nothing. Suspicious items remained in the services, judging by the names, they were placed together with a set of parasites, which I wrote about above. Disabled their autorun. I don't see anything in the task manager. (By the way, how do I remove services?)
As a result, the Internet only works on the command line (ping, tracing, etc.). Also, the Windows antivirus is updated without any problems. For the rest, the Internet does not work. I checked all the settings one way or another related to the network, turned off the firewall, antivirus, reinstalled drivers for network adapters, started a new user with and without admin rights. The last option left is to reinstall the OS, which I would not want to do. Tell me where to dig further?

It is possible that viruses have devoured the WinSock library, or somehow intercept it.
Using AVZ, try to look for errors
