Why is the device not displayed when the site is remote debug?

Actually a subject.
With remote debug in chrome(chrome://inspect/#devices\canary) my phone(android 4.1) doesn't show up in device lists.
In the phone settings, the debug mode is enabled, the device is connected via usb and we are told that the debug mode is activated.
Windows 8.1. 64x
I tried it on a working computer, everything worked fine (the tools are still the same)
