Why is the flash drive not working?

After downloading the ubuntu image to the flash drive, windows sees it, but does not open it. Also does not show volume name and size. In ubuntu, when inserting a flash drive, it shows them already 3. 1 opens with ubuntu image files. The other 2 do not open. Doesn't want to format. Flash drive Silicon Power. Recovery programs don't work
