Why is the firewall ignoring the rule?

I create an outgoing rule for the program (for a private network-private profile). Accordingly, in the firewall I prohibit all outgoing traffic that does not comply with the rules. And the program does not work despite the rule created for it. The network itself to which the computer is connected stands as private. Windows seven. It's the first time I encounter this. On another beech, Windows 7 is also installed - everything works there. I've searched all over the net and can't find the problem. Maybe someone faced such a problem, or at least there are options where to dig ?!

And the program does not work despite the rule created for it.
It means they did not allow what is needed in the rule.
Look carefully at what kind of rule you have created.
