Why is the Files Shared folder in iTunes empty?

Can you please tell me how to put a file in the "Shared Files" folder on the iPhone?
Support https://support.apple.com/en-us/HT201301 says that this folder displays files that can be transferred to the device. However, nothing can be dragged into this folder.
