Can the app refund the buyer?

There is an idea for one application, but it needs to carry out not only purchases, but also payments, is it possible to implement this through the standard Api of the market for android or ios?
It should look something like this: the user makes a purchase, say, buying "coins", if he does not need them, he sells them back and returns the money accordingly. Is this generally allowed by market policies?

If the user has bought something, you can cancel the order and thereby return the money, but there is no possibility of paying money, i.e. if a user, for example, has earned coins or points in the application, then he cannot exchange them for real money automatically, this is already done manually.
