Why is the file not being edited in phpstorm?

phpstorm

After pasting the code into phpstorm and refactoring it (ctrl+alt+L), enter is no longer pressed. You can enter characters, but the enter is not pressed and this is VERY unnerving and prevents it from working normally. What is the problem. Somewhere I heard that some kind of editing mode is turned on. But I don't understand what it is about.
