Why is the external hard drive not showing up?

Good day. A WD My Passport hard drive lying on a balcony stopped working. The computer determines it puts the driver, even it is displayed in the disk manager (there really is nothing to do with it). Then this disk suddenly started working, for no reason. I think it's good. A day later, it stopped working, and with it another exactly the same external drive. I don't know what to do with it. Tell me, how can I solve?

Maybe not enough food? Try plugging into another USB port, another cable, best for two ports
