Why is the driver for penvpn(tap-windows) not installed?
I'm trying to install an openvpn client on windows 7, during installation I get the error "error occurred installing the TAP device driver"

As a result of the installation, only the driver and the devcon.exe binary remain.
Tried to run the binary from the command line as
an administrator devcon.exe install "OemWin2k.inf" "C:\Program Files\TAP-Windows\driver"
devcon.exe failed.
Tried through the regular hdwwiz driver installer - an error occurred.
Tried to disable digital signature verification. Did not help.

Tried to run troubleshooting, download a lot of microsoft programs to fix errors - swear at some drivers or try to fix it, but somehow For this reason, they cannot (they try to update the driver and do not find it in the system, or they probably find it, but they briefly report - "failure").
Before that, VMware and VirtualBox were on the machine and littered the system with their virtual devices. There was a situation when Steam stopped updating due to a large number of network devices (about 20). Decided to disable these devices. At the moment, both virtualizers are removed, there are no visible extra network devices in the "change adapter settings" (4 pcs left). There are several drivers and unidentified devices left in the device manager, but what can be done with them if they are not regularly updated.
Suggest how this can be solved (of course without reinstalling Windows), where you can see the reason (where are the logs, Lebowski?).
