Why is the CPU loaded at 100%?

There is an Acer Extensa 2519 laptop. Windows 10 is installed. The laptop is in its fourth year. For the last six months, such a picture has been observed - if at least one tab is open in the browser, or at least one application is running, the CPU usage is 100%. At the same time, the laptop almost does not slow down (only sometimes). In Hades, the temperature in the load is 65 degrees, there is no throttling. The task manager indicates that there are 20-30 tabs open in the Chrome browser (but in fact one is open). Running the utility from Dr.web in safe mode found a couple of trojans, but nothing changed after their removal. When you turn it off, it says that Windows cannot shut down because there are applications running (some incomprehensible ones, and definitely not running by me). Any cleaner accelerators were removed a long time ago. Where to dig further, tell me pliz.

Most of all it looks like a virus. Malicious programs are often multicomponent. Dr. Web may have nailed something, but, for example, did not recognize the part that downloads the malicious module from the Internet as a virus. And everything is safely re-infected.
In such cases, it is often more convenient to clean everything by hand. Boot from some "repair flash drive" and from under it deal with autoload, running services, questionable files, etc., etc.
But if there is no experience in this, then it will be easier and faster to save your files / documents somewhere and reinstall Windows clean.

The drweb utility does not always find all Trojans. It is worth at least driving away from Kaspersky with a similar utility. For good, boot from a USB flash drive and run a check from it with several utilities.
