Why is the CPU and RAM overclocked above normal?

Hello. Faced such a problem.
After replacing the video card from rtx2080ti (married after a year and a half) to gtx760 (old), at times a problem began to appear with a sharp decrease in FPS in applications at startup (after restarting them, it usually went away), but the other day I noticed this picture.
My processor treadripper 1900x overclocked at these moments to 5 MHz, and RAM to 3300 +.
I did not touch the settings, I just lowered the graphics in games and that's it. I updated the BIOS after the problem appeared.
