Why is the connection between LiveStyle and Chrome not established?

The connection between LiveStyle and Chrome is not established, here is the error: joxi.ru/8239dqwC63aJYr
Although I have the LiveStyle plugin installed in SublimeText, joxi.ru/p27Wa0wT08no12
Everything worked before reinstalling Windows.

Chesgovorya, for a long time already scored on such cunning plug-ins.
Switched to a simpler but 100% reliable version.
Firefox + its plugin to update when a file is updated.
Chrome in auto-refresh mode. There is a plugin that sets the refresh of a specific page to a second.
ST has a plugin for auto-refreshing the browser page (I haven't tried it yet) and a plugin for autosaving a changed file after n-seconds (also an option, but it knocks down autocomplete at a small interval).

Personally, I find it more convenient to use SASS and set up autoreload in Gulp.
Next, a second monitor is connected (or a device like an iPad) and the page itself is updated on it when the style file is saved.
