Why is the cache not cleared in browsers on windows 10?

Uploaded the site to the hosting. From the phone via wi-fi, the page was updated, and from the browser via a wired Internet, the hosting start page hangs. I cleared the cache both through the browser and directly through the files on windows 10, but the situation still does not change. It works on a computer only if connected via VPN. The IP address is the same from the phone, from the computer. So why is it like this then?
