the administrator can do everything in the system, including breaking everything or giving access to virus trojans and encryptors.
it is needed in specific cases - to install system programs, change system settings, etc.
it’s better not to sit under the administrator all the time (the hard legacy of Windows 95), so that when infected, the system has some kind of layer of protection from user processes.

Microsoft recommends that if you need administrator rights, create a user with rights, and the built-in account. disable administrator account. It is needed for compatibility, and can sometimes be useful for some problems with the PC.

It looks like a virus that is trying to access the camera from the admin account, which is locked. It is strongly not recommended to enable it, but create your own user with the same rights.

Just create a new user with admin rights.
in 10k, by default, the built-in account Administrator does not have the right to run Metro applications.
And it's not a bug, it's a feature.
