Why is the bootloader not blocked?

Please tell me, I found a way to block the bootloader (it was unlocked) -
the following steps are prescribed there through the ADB program:
1. Go to the ADB folder - cd adb
2. Reboot the phone in bootloader mode - adb reboot bootloader
3. Register fastboot oem lock
The first two I successfully pass the step, but the third step does not work - it refers to an unknown command - prntscr.com/g7vyue.
Kindly, tell me, please, how to block this bootloader or how to bypass the protection of the Android Pay application so that a warning window does not pop up that there is a root, bootloader, and so on. (No root)
