Why is the app updated on Google Play but there is no "Update" button?

Hello!
Quite a strange situation - I released the release of the application and uploaded it to Google Play. Google Play shows that the application has been updated to the latest version specified in gradle. (incremented versionCode & versionName).
However, there is no refresh button.
The application is signed with a release key, both v1 and v2-signed. I installed an app from Google Play on my phone.

Judging by them, the problem can be for various reasons:
1) if the release keys are different (how to check?)
2) if signed with a debug key (excluded)
3) device incompatibility (excluded)
4) update released to 50% of users, not all... (how to exclude)

I had the inscription "Not all stable versions were implemented" in my working version.

updated the apk and it disappeared and after the update was published I see the "Update" button...

1. if the keys were different, then the market would not let you upload the apk of the new version
2. the same thing
3. xs see the version itself, but it does not affect it
4. here you could get into this percentage, the percentage of users is indicated when updating the version in console market, in order to change the percentage, you need to roll out a new version, the current version cannot change the percentage of users (at least I did not succeed))
