Why is the Android /cache folder always empty, 500MB of space is not used?

Lenovo p770 phone noticed that this folder is always empty and 500MB in the system allocated for it are not used. In this connection, the question is, maybe there is some setting to enable the use of this folder?

Of course, I'm not an expert, but in my opinion the memory is allocated FULLY for the phone's memory or for the memory of a flash drive .
How to understand this, the system has allocated 500 MB? - Does this mean that the folder is empty, but its weight is 500 mb? - Then you need to format the flash drive (if the cache folder is in the phone's memory, then the phone's memory is formatted). - This is a problem with a flash drive or phone memory.
And how can you generally understand which memory on the media is used and which is not? Why such a conclusion that the system does not use this folder?
