Why is the admin bar not displayed for all types of users, except for administrators?

The admin bar is not displayed for ordinary users, editors and authors. Previously, I entered a line in functions.php to hide them, but now when it is deleted, nothing changes.
What could it be and how can I fix it?

Solved a problem. I disabled all plugins and found the problematic one by typing - WPforo. He had a checkbox "Do not show the admin bar to everyone except administrators" in the settings.

It may be closed by styles. (for example, the topic has been updated).
Maybe function.php has been updated (reposting your edits).
Can be disabled in /wp-admin/profile.php options
