Why is the Add Version button in iTunes Connect disabled?

I want to release an update for the application, the previous version was denied by Apple, for the accuracy of version 1.2.6, I wanted to release 1.2.7, I uploaded the assembly, but the "+ version" button is not active, what should I do?
I had to change it to 1.2.7 in the description of version 1.2.6 and add a new assembly there ...
