It doesn't happen all the time, but usually about 3 times a day. It is not clear why the Shift + Ctrl + Tab combination suddenly works again after several hours of such a shutdown. It's not about Punto Switcher or other programs, something is wrong here. OS - Windows 10 Enterprise.
