It is nonsense.
Browsers rarely change their internal styles for base elements from version to version. Reset styles will be relevant as long as there are different browsers in use.

In fact, I would join. This is about the only reliable way to build on well-defined styles, and not fall into the features of a particular browser.
If you are using some CSS framework, most likely the normalization is already included in it, and there is no need to connect the normalizer additionally.
