Why is the ability to append DNS suffixes disabled in windows 2012?

Actually - the problem:

only the suffix received via dhcp (2nd and 3rd level) is seen. I want to register neighboring domain suffixes.
Politicians also do not roll, that is, I
tried without policies - inactive
in gpedit I tried the parameter without changing it
through GPO - it is not overwritten.
What could be missing?
